Angelica ‘Lica’ Acosta Garnett gave a wonderful speech. On January 24th, 2019 the Department of Homeland Security (DHS) announced it would begin forcing some asylum seekers arriving at our southern border to remain in Mexico while they apply for asylum, a policy known as the Migrant Protection Protocols (MPP) or “Remain in Mexico”. That Policy just turned 1-year old this week. Lica referenced the program in her speech.
